The occupational hygiene pre-qualification application file we submitted to the Republic of Turkey Ministry of Labor and Social Security İSGÜM was accepted and taken into the review phase. Our service scope of 50 parameters was submitted to the Ministry with a comprehensive technical dossier consisting of 42 method validation and authorization reports and 43 measurement uncertainty budgets.
Legal Framework: İSGÜM Authorization
Laboratories providing occupational hygiene measurement, testing, and analysis services in Turkey are legally obligated to obtain a qualification or pre-qualification certificate from the Republic of Turkey Ministry of Labor and Social Security pursuant to the Regulation on Occupational Hygiene Measurement, Testing and Analysis published in the Official Gazette No. 32086 dated January 27, 2023.
Pursuant to Article 6 of the Regulation, employers are obligated to have occupational hygiene measurements, tests, and analyses performed by laboratories holding a qualification or pre-qualification certificate. Measurement results performed by laboratories that do not hold these certificates are invalid.
In this context, our application was officially registered as application number 37802 via the İSG-KATİP system before İSGÜM (Occupational Health and Safety Research and Development Institute Directorate).
Contents of Our Application Dossier:
The information and documents specified in Article 23 of the Regulation were submitted in full:
- ANNEX-4 List of parameters to be served; a total of 50 parameters comprising 38 chemical and 12 physical factors
- ANNEX-3 personnel notification list, ANNEX-5 equipment list, and ANNEX-6 equipment calibration schedule
- Document showing the scope applied for accreditation to TÜRKAK
- Turkish test instructions; for all measurement, testing, and analysis methods within the scope of the application
- 42 method verification and authorization reports
- 43 method-based measurement uncertainty budgets
Technical Infrastructure Supporting the Dossier
Our method verification studies were conducted based on NIOSH (NMAM), OSHA, HSE MDHS, ASTM, and ISO/TS reference methods; accuracy (recovery), repeatability, intermediate precision, limit of detection (LOD), limit of quantification (LOQ), and working range parameters were determined experimentally.
Measurement uncertainty budgets were prepared individually for each method using the GUM approach. Expanded uncertainty values obtained in chemical factor measurements were compared with performance criteria defined in the TS EN 482 standard and confirmed to meet all criteria.
